Skull shining breath or Kapalabhati in Sanskrit, is part of the yogic tradition of pranayama. This is a practice of controlling and using the breath for specific purposes. This breath is used in this tradition as an internal cleansing breath. This breath focuses on contracting the lower belly, to push the air out in short, powerful bursts.
